Our Founder

Scottie Bowman is a successful business owner in Chattanooga, Tennessee. Through her own journey of recovery from addiction, she realized there was a great need in Chattanooga for a safe place where the journey to wellness and recovery for women can begin. With this in mind, in June 2020, Scottie constructed the first Launch Pad home. Her vision was to create a community of hope and healing for those seeking to overcome addiction. Her heart longs to see women living with addiction discover renewal, recovery, empowerment and prosperity. She models these very things each and every day.

    Shelley Armstrong

    EXECUTIVE DIRECTOR

    After a well-rounded background in nonprofit fundraising and management over the past 32 years, Shelley became the Executive Director of The Launch Pad in November 2022.

    Shelley served as Director of Income and later, Senior Regional Director at the American Heart Association in Chattanooga. She has also served as the Director of Special Events and Major Gifts at the Chattanooga Food Bank, and worked for The Church of the Good Shepherd for over a decade where she coordinated ordinations, weddings, and all liturgical volunteers.

    Shelley's passion for helping others and raising funds makes her the ideal leader of the growing Launch Pad community.

    Kelli Webber

    CLINICAL DIRECTOR

    Kelli Webber is a dedicated Certified Peer Recovery Specialist with five years of experience in supporting individuals on their journey to recovery.

    In May 2025, she earned her Master of Social Work (MSW) from the University of Tennessee at Chattanooga. She had graduated summa cum laude with her BSW previously. Her academic excellence was recognized when she was named the BSW Student of the Year by the Tennessee chapter of the National Association of Social Workers (NASW).

    Kelli is deeply passionate about leveraging her personal experiences to inspire hope and foster recovery among the women she serves daily. Her commitment to making a positive impact in the field of social work and recovery is evident through her unwavering dedication and compassionate approach.

    Cass Combs

    DIRECTOR OF OPERATIONS

    Cass brings a decade of experience in nonprofit social service work, much of it in leadership roles supporting individuals and families facing complex challenges.

    Their previous work at Partnership for Families, Children and Adults, Project Return, and the Chattanooga Rescue Mission is rooted in a deep commitment to amplifying marginalized voices, building access to resources, and strengthening community connections.

    As a creative problem solver, innovator, and business owner, Cass blends strategic thinking with imagination to develop sustainable, people-centered solutions that help build a more just and equitable community.
